The new theme underscores the global maritime community’s commitment to translating international agreements and regulations into concrete, real-world outcomes. According to Poria Koulivand, Permanent Representative of the Ports and Maritime Organisation (PMO) of the Islamic Republic of Iran to the IMO, the initiative reflects a shared effort to enhance maritime safety, security, and environmental sustainability through tangible national and international action.
Addressing Enforcement Gaps
Koulivand noted that while the IMO has established a robust framework of conventions, codes, and guidelines, many Member States still face challenges in fully implementing these instruments. Reports under the IMO Member State Audit Scheme (IMSAS) have highlighted the absence of adequate national legislation and enforcement mechanisms as key obstacles.
Aligning with Global Goals
The theme supports several United Nations Sustainable Development Goals (SDGs), including:
SDG 9 (Industry, Innovation, and Infrastructure)
SDG 13 (Climate Action)
SDG 14 (Life Below Water)
SDG 17 (Partnerships for the Goals)
With the effective implementation of new MARPOL regulations on greenhouse gas emissions, countries are expected to take on a more active role in meeting their international commitments.
Driving Maritime Excellence
Koulivand said the phrase “From Policy to Practice” reflects a deliberate push toward operationalising maritime agreements, while “Powering Maritime Excellence” highlights the collective drive for a safer, more efficient, and sustainable industry. The theme signals a global ambition to elevate maritime governance standards through coordinated action and capacity-building.
A Two-Year Innovation
In a significant procedural change, the IMO Council also decided to adopt a biennial theme for World Maritime Day going forward. Koulivand explained that this approach will provide Member States, observer organisations, and stakeholders with more time for coordinated planning, outreach, and implementation of related activities.
